Job Summary 

 

  • Works with the FNWL executive team to implement compliant practices that ensure adherence to regulatory and legal requirements as well as Company policies and Farmers Code of Conduct.   
  • Provides senior leadership with guidance on matters related to compliance and updates on compliance issues/concerns within the organization as well as regulatory developments.  
  • Sets the strategic focus and vision for the Compliance team and leads programs and initiatives at FNWL, in coordination with Farmers and Group Compliance. Implements programs, strategies and activities that influence and promote a culture of compliance in the organization and advance the capabilities of Compliance program, including Digital technologies, Data and Analytics.   
  • Participates as a thought partner on strategic issues, innovation, and Best Practices with the Farmers CCO and the Group Compliance Officer, including the FNWL leadership.  
  • Provides technical and operational compliance expertise to the Zurich Group Compliance function and central team and serves as a member of the Group Compliance workstreams. 

 

Essential Job Functions

 

  • Leads and directs all activities to proactively identify areas of potential non-compliance and ensures appropriate action plans are developed and implemented, including Third Party Administrators.
  • Embeds culture of compliance and integrity through collaboration, ongoing monitoring and oversight activities and reporting on results and trends. Develops strong working relationships with senior leadership team and key stakeholders.
  • Implements programs and processes to ensure relevant new laws and regulations at the state and federal levels are identified and implemented as necessary.  Works with Legal, Legislative and Regulatory Affairs, industry groups and various business unit (as needed) to identify and address potential legislative or regulatory changes with adverse impact.
  • Conducts risk assessments as a basis for establishing monitoring programs over compliance risk areas and for planning purposes. Oversees the development and execution of the annual FNWL operational compliance plan.
  • Serves as the Anti-Money Laundering (AML) Officer, directing AML monitoring activities and determining appropriate course of action for escalated issues 
  • Provides oversight of the SEC Rule 38a-1 program and the development and execution of the monitoring program for variable products, including those administered by third party administrators.
  • Oversees development, implementation, and continuous improvement of Compliance policies and procedures, risk assessments, compliance reviews/monitoring, proactive business advice and tracking/escalation of compliance issues.
  • Develops strategic support for large scale company initiatives such as large platforms, providing compliance review and controls. Serves on various business/project steering and oversight committees and working groups within the Company, providing business advice and information regarding regulatory requirements.  Partners with the business to find practical and innovative solutions to meet business and customer needs while meeting compliance requirements.
  • Provides alignment with Group Compliance, lending insight and input on their strategic plans with an eye on emerging risks.  Develops and implements new or modified compliance policies.
  • Provides oversight of the compliance regulatory review process and controls related to advertising, marketing materials, agent training materials, agent-created and social media content related to life insurance and FNWL. 
  • Fosters and preserves a healthy relationship and reputation with the various departments of insurance.  Oversees coordination of state Department of Insurance market conduct exams and SEC-related examinations in partnership with business leadership to lead and coordinate reviews and responses to examination findings.  Monitors the progress of follow-up activities, agreed upon recommendations and corrective actions.  Oversees activities related to compliance data calls and required certifications.
  • Tracks and reports to Group the results of the Compliance metrics included as part of Zurich’s Key Risk Taker (KRT) assessments.
  • Participates in investigations received via the DIAL hotline or through other means (not policyholder related), as appropriate

 

Education Requirements 

 

  • Four-year college degree 
  • Insurance education such as CLU, FLMI, FALU or related courses

 

Experience Requirements

 

  • 10 years Life Insurance experience preferably with Compliance, Legal or regulatory experience.
  • Track record of successful senior leadership at the local level within the life insurance industry, including leadership of people.
  • Proven track record of operational execution. Creation, monitoring and delivery of process management tools and methodologies. 
  • Proven leadership and management experience gained in a variety of operational roles. Demonstrated experience implementing and managing change processes. Strong interpersonal, communication skills and the ability to work effectively with multiple business units.
  • Thorough comprehension of Life insurance and its key disciplines and processes, including insurance and variable products, features, regulatory/compliance guidelines, and environment at the state and federal levels, OFAC requirements, etc. as well as emerging trends and issues within the insurance industry.
  • Must be skilled and knowledgeable in relationship management and communication with key business executives at FNWL and Farmers. 
  • Ability to effectively interact with all levels of Farmers and Zurich internal and external business partners. 
  • Ability to deal with ambiguous situations and issues.
  • Creativity in resolving unique and challenging business problems.
  • Ability to achieve results by taking a proactive long-term view of business goals and objectives.
